we all know how rental housing works and represent control works in san francisco. rent control is vacancy dee controlled. once the unit is vacant the landlord can move to market rate. so, i completely agree many of the city's policies with respect to planning code 317 and the retention of affordable housing centers around the retention of the city's existing and somewhat dwindling stock of rent control housing. that is an important goal. we are eliminating rent control housing. in this case that's what we're asking to you do. what we're going to replace it with is what we think is better. we are going to replace this with not rent control housing where rents can go up and down depending on vacancies, we'll replace it with two below market rate units. the process in the code has gotten extremely complex with respect to dwelling unit mergers and demolitions. 317 is very comprehensive. there are supposed to be -- there are 16 factors here before you. i don't have time to go through all 16 factors. what i do want to focus on are the factors that i believe are the big i

there's a lot of talk at city hall in san francisco about keeping families in san francisco. we say it's a priority. very small population of families in the city. i feel like these hearings is where the rubber hits the road. at the end of the day, we have limited resources and we have to decide how we're going to use them. and there's many competing very well deserving groups saying, a little bit of extra money now. and wloo what do we do with that? it's a shame but at the end of the day, there's only a limited amount of money. i just want to point out up with of the ways $3.5 million is another day at school. $3.5 million educates 56,000 children. it pays one more day teachers that have had their positions cut. and it saves parents from figuring out another day of childcare. it seppeds a message san francisco really values families here. and as a final note, i want to point out 100% of the local measures that have been voted on to fund schools passed. 100%. not one failed. there's a very chlor message from the constituency of san francisco that we value the public schools.

this is the scene in san francisco where actually we have 80 degrees away from san francisco still and dublin. san francisco currently at 69 after a high today in the low 70s. we will turn partly cloudy overnight. tomorrow is going to pan out to be a warmer day and then a spooky halloween with rain in the forecast. tonight, into the 50s. this is an area of low pressure. that's not the one that's going to affect us. that's banging up against the pacific northwest. deflecting off the huge ridge of high pressure that will keep us dry all weekend long. but it's that second system back there that promises to drop in to our forecast by tuesday night or wednesday morning. right now we're looking at the low clouds developing off the coast affecting invertness tomorrow morning. otherwise pretty much wiping ade during the day and then lurking there by sunset tomorrow night. then we'll become cloudy on monday. until then wall topple sunshine. flat wind, moderate air quality. 60s and 70s around the peninsula. 83 degrees in dublin. 85 in fairfield for one of the outside numbers we're talking 70 in
